Anne-Lucie Lefebvre has been appointed World Bank Country Manager in Haiti, based in Port-au-Prince. In her new role, Anne-Lucie is responsible for leading the dialogue between the World Bank and the Haitian government, working closely with key development partners and stakeholders.
The World Bank’s portfolio in Haiti includes 18 active projects representing an investment of approximately US$1.3 billion, financed in particular by the International Development Association and supplemented by US$112 million in trust funds. Key sectors include transport, agriculture, urban planning, health, education, social protection, water, energy, and digital development.
“Haiti is going through a period of deep crisis, I am honored to support the priorities identified by the government, particularly in preserving certain gains in essential areas. The World Bank will continue to support job creation, strengthening essential institutional capacities and service delivery systems, and strengthening social resilience and livelihoods,” said Anne-Lucie Lefebvre.
Despite the volatile context, the World Bank has continued to operate effectively by adopting a strong regional concentration outside of Port-au-Prince. More than 80% of World Bank programs are implemented outside the country’s capital, in communities where the security situation is more stable, targeting the needs of the poor. In the meantime, the World Bank is in consultation with the new government to finalize the development of its new partnership framework with Haiti.
As World Bank Country Manager in Haiti, Anne-Lucie will also coordinate the rapid assessment of the impact of the current crisis, under the leadership of the Haitian government and in close collaboration with the tripartite cooperation of the EU, the UN and the IDB. This assessment is aligned with the government’s key priorities and aims to provide a comprehensive analysis of the impact of the crisis, particularly in the metropolitan area of Port-au-Prince. Anne-Lucie Lefebvre, a Canadian national, assumes this position after most recently serving as Resident Representative for Guinea-Bissau. She joined the World Bank in 2009 as a Senior Public Sector Specialist in the Vice President’s Africa Unit based in Washington. Her appointment as World Bank Country Manager in Haiti is effective July 1, 2024.
