The General Secretariat of the Organization of American States (OAS) has initiated consultations with the authorities of Haiti and the Dominican Republic regarding the border dispute over the construction of a canal on the Massacre River, also known as Dajabón.
It is widely recognized that Haiti and the Dominican Republic hold the same rights of use on this river. The river’s water resources are essential for both countries, given the needs of their inhabitants, particularly in the context of the current drought. The use of these resources must be done in accordance with International Law and the treaties in force between the two nations.
We are convinced that each party is capable of recognizing the goodwill of the other to resolve this dispute.
In this perspective, the OAS offers its support, either directly or through an associated state or a subregional organization, to cooperate in all areas necessary to resolve this dispute.
It is essential to resolve this controversy on the basis of the principle of good neighborliness and the friendship which unites the two countries and their leaders. With this in mind, dialogue and mutual understanding are imperative, allowing tension to be avoided and working together to overcome disagreements.
The current situation is not beneficial for either party. It is therefore essential that the Dominican and Haitian authorities meet as soon as possible to initiate a frank dialogue. The OAS General Secretariat and its Secretary General remain available to both countries to support efforts aimed at finding a mutually beneficial solution.
